East County Resolutions
- East County Resolutions has been providing free and reduced cost mediation, facilitation and conflict resolution training services to east Multnomah County since 1991.
- ECR is a 501(c)3 nonprofit organization proudly serving east Portland, Gresham, Troutdale, Fairview and Wood Village. ECR relies on the generosity of the community for both funding needs and to provide services through professional mediators volunteering their time.

Leadership
Jack Hollis
Board President
Jack started on the path of mediation in 2018 as a volunteer with East County Resolutions and has been volunteering his time as a mediator ever since.
In 2021 he served a 3-year term on the board of directors for the Oregon Mediation Association and was elected President form 2022-2023. During his term he transitions OMA to a digital workspace, increasing accessibility for mediators throughout the state. Jack spearheaded programs to provide free trainings to mediators and moved the conference model away from a paid event to statewide free access.
In 2024 Jack co-founded Portland Community Mediation, a community mediation center that focused on providing mediation services to underserved populations.
Jack is dedicated to removing barriers to entry in the field of mediation. He is a long-standing proponent of fair pay for mediators and changing the statewide norm of a volunteer system to a pathway to paid work system so that the field can support more diverse mediators. He firmly believes that mediation should be free to the people who need it, and conflict resolution should be provided by our government alongside other essential services.
Jack is committed to embedding equity in all the work that he is a part of and is an adamant and outspoken advocate for LGBTQIA+ rights.

Greg Dirks
Board Treasurer
Greg has been with the City of Wood Village since 2008 and has served as City Manager since 2019. He has represented the City on what is now known as East County Resolutions since 2010. Over the years, Greg has appreciated the evolution of the mediation and conflict resolution center and the broadening scope of its services. Meaningful enhancements to the program have included foreclosure mediation, the Second Home initiative, and collaborations with the family court system to help reunite families. East County Resolutions has evolved beyond traditional mediation to become a cornerstone of community cohesion, fostering connections, and supporting individuals. This work is vitally important to the fabric of all our communities throughout the region.

Diane Kelley
Board Secretary
Diane took the Basic Mediation Training in 2016 by Tera at East County Resolutions. Prior to that, she was an elementary school teacher for 32 years. Diane reflects, “It’s interesting how the skills I used in the classroom are so similar to mediation skills, and also different!”
After training, she began facilitating Family Decision Meetings for DHS, and mediating Second Home cases. She has felt such reward for helping parties communicate with each other to solve their issues. The skills she learned she finds useful in her everyday life.

Anthony Jackson
Board of Director
Retired Senior Associate Ombuds in the Conflict Management and Prevention Center
Anthony Jackson is a federal government agency internal Senior Associate Ombuds in the Conflict Management and Prevention Center office. He has provided workplace Alternative Dispute Resolution (or ADR) activities for the Federal Government in person in at least 20 states and in all regions throughout the United States (including Puerto Rico) virtually. Mr. Jackson assists employees and supervisors through the delivery of mediation, facilitation, training, consultations, team building, personal and group assessments, and one-on-one conflict coaching services upon request. Anthony is a certified master trainer, professional facilitator, and mediator.
He has performed ADR work for 20 years for more than a thousand individuals and groups/teams. His conflict philosophy is “empowering people in conflict to get their needs met and generate positive hope for their future by helping them improve communication, increase understanding, and develop better work relationships.” Mr. Jackson worked in multiple Federal agency Civil Rights/EEO positions for over 15 years, as a Race Talks facilitator in Portland since 2012, and is a member of the Portland Peace Team. On the Portland Peace Team, he contributes to the De-escalation and Bystander Intervention Training team. Anthony has served as a PSU Conflict Resolution Graduate Program Advisory Board member. Mr. Jackson received an executive appointment from former Oregon Governor Kate Brown to the Resolution of Adverse Health Care Incidents Task Force (for two consecutive four-year terms from 2015-2023). The Task Force advises the Oregon Patient Safety Commission.

Jennifer Hardnett
Board of Director
Jennifer is a seasoned business management consultant, certified mediator, and strategic advisor with over 15 years of experience in government contracting, community development, and organizational leadership. She specializes in guiding nonprofits, government agencies, and grassroots initiatives through complex challenges with a focus on equity, accountability, and long-term impact. A principled advocate for social justice and fair systems, Jennifer has helped steward millions in public funding toward community-driven solutions that prioritize transparency, dignity, and measurable merit. Known for her leadership and hands-on approach, she brings people together to build sustainable change always with humility, integrity, and an unshakable belief in the potential of everyday leaders to shape extraordinary outcomes.

Tera Cleland
Executive Director (she/her)
Tera Cleland has been the Mediation Specialist for East County Resolutions since 2014. She is from Palmer, Alaska and received her BA from the University of Alaska Anchorage in Criminal Justice. She has a M.S. in Mediation and Applied Conflict Studies from Champlain College in Burlington, VT. Before coming to Oregon, Tera was the Executive Director of a nonprofit organization, the Central Texas Dispute Resolution Center where she helped expand the program from serving a single county to serving four counties. She served on the Oregon Mediation Association Board, in various roles including President, is the President of Resolution Oregon and served as co-chair on the Advisory Committee for SB586. She brings experience in mediation, program development and conflict resolution training. Tera has a passion about strengthening our communities through the use of mediation and has a commitment to furthering the field of conflict resolution.
